BACKGROUND

The Government of Pakistan greatly values the role of high level professionals in National development and is pursuing a considered policy to encourage their contribution in various fields of National development. National Talent Pool (NTP) was therefore established in 1976 under the administrative control of the then Ministry of Labour, Manpower and Overseas Pakistanis. Consequent upon the 18th constitutional amendment in July 2011, NTP was transferred to Ministry of Federal Education and Professional Training.
The aim of establishment of National Talent Pool (NTP) was to collect and compile the basic data of Highly Qualified Pakistanis within the country. Subsequently, in 1978 NTP was tasked to collect and compile the data of Highly Qualified Overseas Pakistanis along with the task to hire the services of expatriate Pakistanis for up-gradation/capacity building of deficient areas in different organizations/ institutions of the country.
Since inception, the NTP has executed following programmes to revert the brain drain, mitigate the issues of highlighted deficiencies/sectoral needs of the Pakistani Organizations/Institutions in real terms:
